The Health Sector Renewal Investment Initiative (NHSRII), a national transformative initiative oriented toward improving both Nigerians’ health outcomes and the country’s pool of human capital,has received a total of $2.2 billion from external financing partners.
NHSRII is thrusted with the primary objectives to save lives, reduce physical and financial pains to a minimal level, and providing sustainable health benefits for all citizens of Nigeria.
However, to ensure accountability and efficient management of external grants realised from partners for the functions of the NHSRII, President Bola Tinubu on Friday ‘approved the establishment of the Sector-wide Coordinating Office-Programme Management Unit (SCO-PMU).

SCO-PMU, according to the president, operates under the Office of the Coordinating Minister of Health and Social Welfare, and serves to complement the functions of the existing body — which includes programme management, monitoring and evaluation, engagement and supervision of Independent Verification Agents (IVAs) for NHSRII programmes, and fiduciary management, among others.
In an effort to effect immediate operation of the NHSRII, President Tinubu appointed Dr. Muntaqa Umar Sadiq the National Coordinator of the Sector-wide Coordinating Office-Programme Management Unit.
Dr. Sadiq, having previously served as head of the Performance Management and Delivery Unit at the Federal Ministry of Health and Social Welfare, is credited with over 17 years of experience in public health.
The appointed national coordinator, who also had held the position of the Chief Executive Officer of the Private Sector Health Alliance of Nigeria; Head of the Nigeria Energy Transition Office, and Private Sector Engagement Adviser at the World Bank, equally has an expert experience in investment banking, energy, and climate financing across the health, finance, climate, and energy sectors.
Qualifications of the appointed SCO-PMU coordinator, Dr. Umar Sadiq, overseeing the supervision of Independent Verification Agents (IVAs) for NHSRII programmes and management:
Dr.Sadiq is a holder of M.Phil in Bioscience Enterprise, a graduate of the University of Cambridge; he is also certified with a medical science/MBBS degree from the prestigious Imperial College, London.
